What other fish do you have with them and what size tank?
If it lives,let it breath

Could you test your water and give us exact readings for Ammonia, Nitrite and Nitrate.

What is your tank maintenance routine?

It is strange for Cons to swim near the top as they are usually bottom swimmers, is your Oscar harassing them.

What filtration do you run on the tank? ..and are they staying up the top kind of leaning sideways or do they look fine just hanging around at the top?

Is your filter breaking or disrupting the surface of the water to provide adequate airation? ..and do you know the actual brand/model of your filter?

Doesnt sound right at all.  How is the oscar?

My first impression is that you might have an ammonia spike.  How long has the tank been set up for and was it cycled correctly?

If it's the large aquaone (canister) your filtration should be ok (2200Lph on 200L tank). They are quite a good filter, sort of a copy of an Eheim pro. How long have you had the convict's exactly? Are they at the stage where they are comfortable when your around the tank or still a bit timid? If it's not a water issue it could be that they are trying to stay out of the Oscars way, they may of gone to the bottom when you approach as they'd rather take their chances with him then with you but when your not around it's best to stay out of his/her way. Have you got much decor for cover in the tank (caves etc.)? What's the layout?
