Last I asked (sept 5th) they still weren't allowing any "non-designated point of entry permits" and I'm guessing thats what your talking about ?

I used to do that through Detroit (the biggest non-designated point of entry) - 45mins from my house. But for the last 5 years  every application from everyone in the area has been turned down  :(  The explaination fish and game gives is -  a large majority of fish and game officers are in the military reserves and called to active duty , since both are federal the agents can not be replaced and their job have to be held open, so fish and game is to short staffed to service non-point of entry locations - until <--- they have no clue or time frame  :'( So that makes everyone in this area have to drive to Chicago,Il  :(

well then i guess that if it is to be done then it will be done through a broker or transshipper no real choice there.

ok i think i have been lured away from breeding red terrors all together.... i think that instead i am going to go with a mouthbrooding specie of african say either the ruby red peacock or the bumblebee as with a breeding colony of 1m5f they would for one take a much smaller tank and two with 5 females each making 20 to 40 fry at a time i should be able to get some decent numbers out of em. probably bumblebees first im thinkin then the ruby reds, followed by kennyii maybe. i gave alot of thought to what you said about medium fish having more customers than the "monsters".
