i was wondering is it ok to put severums in with angels in an african bio type?

NO. not with africans and your angels will get ripped to shredds in there with africans even if they dont get hurt they water parimiters are not the same.

Agreed.  South/Central Americans have no place in an African set up.

you may have luck with some of the african river fishes such as the Congo Tetra but not the Rift Lake cichlids. A distochodus sexfasciatus may be okay with the severums, but most likely will nip at the angels fins. My disto doesnt bother my cardinal tetras, rummynose tetras, or glass cats, but he constantly chases and nips my congos and rainbows...go figure
rule #1 ... if it works, dont change it.

i decided to go against my original plan and go for angels instead. i have the head for discus but the wallet of angels.

and i am looking for a fish that can stand out and say wow. but not cost me more than say 25 pounds.

Could i put calvus in with angels, rams, apisto's?

Or that a defo no no.

What about a oscar?

You might get away with an Oscar mate , it depends on its temprament and it may get along ok with the angels , i do know some one who is keeping 2 O's with some angels and they get on fine but not sure if this is the norm or abnormal

Altolamprologus Calvus is a Tanganiykan Cichlid and would require much harder water than the South Americans you're looking at.  Therefore I'd say no.
